Initially, it was possible to extend "trusted_networks" out onto the internet;
e.g. you could list the MTAs for groups.google.com or something if you knew they
were trustworthy, or even list the MTAs and MSAs for all your correspondents so
they'd get ALL_TRUSTED goodness.  "internal_networks" would remain just your own
organization's internal, MXes, MTAs, and MSAs.  See

Is the traditional meaning of "trust path outside the organisation" compatible
with "internal_networks don't include MSAs"?

I just want to make sure the existing semantics have been preserved.
