so -- do we have a bug where DNSBL rules aren't run at all if they don't have
an assigned score?  that's a regression.  They should always be run unless
explicitly disabled using "score NAMEOFRULE 0".

if someone has the tuits, it would be useful to test this (e.g. by creating a
test rule that looks up a known-listed IP in another BL, then omitting a score
line for that test rule.)
