oh right.  I get it -- it's not that it never got a score, it just never got
auto-promoted.

I think I know what's happening.  the RCVD_IN_CSS rule uses "#reuse".  rule
hits in X-Spam-Status lines are reused in the mass-check to emulate the results
of scan-time lookups.  However, since the rule isn't being used by anyone yet,
there's never any hits to reuse!  hence an apparent zero hitrate.
