Then WHY did you dump this question as a comment to the bug!?
Warren, I would have figured you should know how to use bugzilla, and
what belongs there. This does not. It is not related to this bug, and
frankly, I'm having a hard time imagining any possible, valid bug
report, where a question like this would be appropriate.
And no, an "I am not talking about this bug" disclaimer does NOT make it
any better.
Please help keep bugzilla clean!

Words kind of fail me... Warren, you are a committer, aren't you? Did
you just ask, how the *bleep* that could have happened!?
Anyway, what about checking the wiki for the answer to your question? If
all else fails, ask mighty google.
Anyway, this is NOT about a lack of committers. Such code changes go
into trunk only, which equals the current Target Milestone 3.4.
Committing for the current stable branch 3.3 requires votes *before* the
commit.
