I am down with flu for most of the week.    Arvind requested that
" first document the full process on the wiki, discuss it on the mailing list, 
and put it a vote for approval"

We can start with the documenting the process on the wiki.   I will put up 
something shortly once I feel better and we can discuss and put it to vote as 
suggested.
