I've done this. The only problem I had was when I tried to run the tests for
struts-el.

I had problems with cactus 1.4.1 when trying to run "test.tomcat.41" the
redirector jsp wouldn't compile because it couldn't find:
org.apache.cactus.util.log.LogService

Tried reverting to cactus 1.3 and that failed because it couldn't find
org.apache.cactus.ant.RunServerTestsTask

I gave up after that - I have tested the new "acceptCharset" attribute with
an el expression in a web app and it worked fine.
