If I'm not mistaken, the process of migrating to JIRA is one that is completed by infrastructure. From my experience with other projects, infrastructure has been very timely in getting the conversions completed once they are requested through JIRA (see issues INFRA-74, INFRA-99, INFRA-104, etc. . .).
If the Struts community is in favor of migrating to Jira, I would be happy to spearhead the process. While I will need a little cooperation from the committers (things like voting on whether or not to migrate!), I think the rest is simply interaction with the infrastructure team. Please let me know if you'd like me to move forward with this or if you assessment of what is required is different.
