That's what got my attention, though. The discussion and the patches seem to target verification of the declarations made in the config. I randomly checked some of the duplicates that were invalidated due to this ticket but some of them wouldn't have been coevered by that. If we improve ModuleConfigVerifier, can we say this ticket has been addressed, then reopen the duplicates that are still valid? Also, maybe rename it to something like "Verify validity of declarations in struts-config".
