On MyFaces we took a vote on version 1.0 of our master pom. For version 1.0.1 I put it in the apache maven repo directory and planned to take a vote before publishing to ibiblio. Apparently it got published anyways so we ended up "releasing" without voting.
I think for something as trivial as a pom (which doesn't actually require signing btw) one could justify releasing without a vote. Otherwise it can significantly hold things up. We also have an upcoming MyFaces core release which has a dependency on another "shared" module. This module actually has meaningful source code so we will vote on that. Since the updated shared code is tied closely to the core we will release them both at the same time. During the final days of testing, developers will have to be careful to blow away their local copies of the "final" shared module until its officially released. Not perfect but it will probably work.
