IIRC, the discussions about forming a "Jakarta Web Components" group
were not about forming a new subproject, but were part of Henri's
vision for a flatter, component-centric Jakarta structure that had
quasi-formal "groupings" (which could potentially even overlap) to
conceptually organize the subprojects.  It was definitely not planned
that JWC would be a formal subproject containing sub-sub-projects.

i don't have time to discuss this heavily atm, but i'll try to find
links to the threads in question...
