But we still get a lot of questions about Tiles and Nathan's point about users being contributers is valid. Perhaps some of them will step forward and contribute patches as they see the need. The need will be way more apparent in a TLP with a small focused community.

Well, it's under our nose: how many Struts users are contributors?
Currently Struts is a worldwide project deployed in thousands of projects, but how many of them are contributors? And how many of them still uses Struts 1.1? Since Tiles is a niche project (optimistically 1/100 of Struts users) we must expect a much smaller contribution.
