Gary, Thanks for your question. The answer is simple: support. The burden of using 1.8 in 1.3.x will be on those developers who solely opt to upgrade the dependency. If they have problems, they can log a JIRA issue and we'll try to address any incompatibility (if any), but we can always say it's not officially supported. Hey, you work at IBM, you know how it is :)
