I'm not sure. It is likely used in packaging php separately from the
distribution, if that happens. I would recommend that you separate the psr-4
work from moving all the files around, it's just easier to have two PRs one
after the other, so we can get the fixes in that are needed, and then discuss
the hygiene fixes.
