No idea what you mean by that, but anyway:

As I have written several times before, the NOTICE file is incorrect.
This applies to the version in the SVN tag JDBC_POOL_1_0_4 as well as
the version in the archives.

IMO, the proposed release does not meet the ASF requirements because:
- incorrect NOTICE file
- no pure source release (which is what is supposed to be voted on)
- no test code in the release
