The entire release process (probably for all Tomcat)
should be made with the presumption that RM's
proposals are just that: *the proposal*
Nothing else, nothing more.

Think Mark is already using p.a.o for that, and
I plan to do the same. Before we were using
tomcat.apache.org/dev/dist and this should be axed
completely.
