Implementation: Add {code}TwillRuntimeSpecification{code} interface and
override it with {code}DefaultTwillRuntimeSpecification{code}. It will contain
{code}TwillSpecification{code} and other environment variables required by the
twill application. We will now serialize it instead of the
{code}TwillSpecification{code} once we start the application and deserialize it
for twill application service.
