The surrounding div is #nonfooter, which has to encapsulate all the
content (including the header) except for the footer. This is so that
the footer will be positioned at the very bottom of the page/screen
(for short pages or very high vertical resolutions where the footer
would appear above the bottom of the browser window, leaving white
space underneath it)

I didn't realize the list was that big - then perhaps listing only the
most common languages and providing a link to a page with all the
other languages listed would be the best way to go about this -
especially since a huge list would be cumbersome to navigate through
and would increase the filesize of the HTML.
