MediaWiki is released on a rolling quarterly release schedule. If you keep up with the rolling release, the impact to doing the upgrade is minimal. In between the quarterly release are all the betas and release candidates (not recommended for live Wikis). I've held off on upgrades since the 1.13.3 release... lack of time among many reasons. I do want to see the Wiki upgraded as soon as possible though. A few reasons... security patches in the MW code being one of the reasons.. also new features that people are requesting rely on newer MW engines. Currently we are running the Wiki on Solaris 10U6 with Coolstack 1.3. I have been working with the IT guys to upgrade Coolstack to the latest Webstack (to hopefully fix a nasty bug in the APC cache). This upgrade has to be done first before any MW engine upgrade. Any testing before a roll out of 1.15 should be relatively minimal... I hope. When I have a better idea of when we can test things on the new Webstack install, I will let you know.
