The main issue here isn't so much upgrading the MW engine as the rest of
the supporting software stack that must be upgraded before we can
proceed with the upgrade (for example the APC bug will cause the Wiki to
crash every time the MSN Bot crawls the Wiki).  The supporting software
upgrade is being worked on by the IT support guys... when the supporting
software is ready, then MW can be upgraded.
