1) 100 days seems a little short (even for a president ;-) ).
Six months, or even a year, of inactivity might be better.
This sounds like something a bot should do: run monthly, sending email,
"Your account has been inactive for ... and will be removed in 30 days,
unless you contact [link], or edit something." It would also do
something about 'inactive for ...+30', like create a deletion list.

I agree! 100 days is way too short, and I know for a fact I would be in
this batch! Sometimes users only made edits as required for a particular
project. I, for one, would NOT like to re signup because to this
restriction. I would vote for even something like 2 yrs! Really, the
wiki isn't where I normally put my efforts, and the 100 days is again
WAY WAY WAY too short!

This maintenance will be done on *unused* accounts. An unused account is one which has no edits, no deleted edits, no log entries and no current/old uploads.

So.. in this case, 22,000 user accounts have been created that have *never* made an edit... not 22,000 accounts that have only made one or two edits... your account would *not* be included in this number.
