But still, even for totally *unused* accounts, I think a year might be a
better milestone. Sometimes, it takes people a while to "look around"
and think about how they contribute and what they want to do.

I agree with those saying 100 days is too short.
Just to be certain, I am assuming here that MediaWiki does not store
'last login date' for an account -
else, I would change definition of a 'not used' account to one that has
not had login activity either.
Removal after one year seems reasonable then.
A good solution IMO would include the earlier idea regarding a
notification message.
Perhaps a monthly script that sends one email to an account holder,
whose account would be subject to removal, say, 90 days hence, waring of
the action.
If at the end of those 90 days there has been no login to the wiki -
remove the account and send an email informing them of the action.
