Some people upload files to random wikis as remote file storage... easier than using file hosting services. As soon as I find an unrelated, unused file that is clearly no linked to a page or a project, I delete it.... and this file is one that should be deleted in my opinion. I will also sometime block the user depending on the content of the uploaded file.
