My impression is that the wiki is used sometimes by project members to 
quickly upload files and especially pictures they want to show/share 
with the community (UI mockups or similar). So file cleanup should not 
be to rigorous, I'd suggest to start with files > 1 year old. Another 
possibility is to ask the authors of the files if they still need them 
to link to them from their userpages.
