Why would someone upload something like this?
Some people upload files to random wikis as remote file storage...
easier than using file hosting services.

As soon as I find an unrelated, unused file that is clearly no
linked to a page or a project, I delete it.... and this file is one
that should be deleted in my opinion.  I will also sometime block
the user depending on the content of the uploaded file.
IMHO, in a wiki, files not referenced in an article are obsolete.

BTW2: just looked at Special:UnusedFiles and found we have 1284 of them acutally :-(

Good idea. I've edited http://wiki.services.openoffice.org/wiki/MediaWiki:Uploadtext and added a Caution block to that page. Now whenever someone uploads a file to the Wiki, there is what I hope a clear statement that unrelated and unused files will be deleted by the Wiki SysOps.

All files that are uploaded to the Wiki must be linked or used in a Wiki page. Periodically, the OpenOffice.org Wiki SysOps will scan the uploaded files and delete any uploaded content that is unrelated and unused.

As for the 1284 unused files... I'm thinking that we could start reviewing and deleting. If the uploaded content is not used, it shouldn't be in the Wiki.... especially if it's content that has been in the Wiki for years, or content that is clearly not related to OOo.
