Due to the different levels of write access (and licensing - I'm not sure
if you need to sign JCA/SCA [or OCA?] to edit the website) the website is
meant to provide more static content that has been approved by the relevant
part of the community / project, while the wiki is a collaborative working
area (even for website content) for easily modifiable content, drafts,
personal opinions and contributions without "official" approvement.

yes, this is true and exactly why the CC needs to be involved.

I don't know if this is a topic for the CC:

Are there differences not being able to be solved inside the project or the projects involved?

Why shouldn't it be possible to define a recommendation for using the different areas for different purposed by the relevant project?

In my eyes the website project is exactly the area to discuss such questions - only in case of difficulties in decision finding (either inside this project or in discussion with other projects) the CC should be involved.

But that's just my personal opinion - not necessarily the right one...

With regards to the links you mentioned I just add a few lines:

http://contributing.openoffice.org/programming.html vs.
http://wiki.services.openoffice.org/wiki/Development

http://contributing.openoffice.org/qa.html vs.
http://wiki.services.openoffice.org/wiki/Quality_Assurance

I'm OK with changing these two links (and will this week) after I take a
better look at the QA area

You did understand me right: Not linking to the wiki page, but to the project frontpages at the website instead.

but I'm not changing the marketing one. I think
the marketing project is pretty well organized and would certainly take
offense to doing this. We would need to involve them in this discussion at
the very least.

It is well organized, but I'm quite sure that nobody will be feel offended by removing the contribution.OOo/marketing.html page and linking to marketing.OOo directly. I ping Florian on this topic.

What we should do is adding a link to the distribution project at the contribution frontpage, because this link at the contrib.OOo/marketing page would be lost if we link to the marketing project directly.

Best regards

Bernhard
