[~gstein] that may post a small (but probably not insurmountable) problem in 
that emails are more easily spoofed than svn commits.

I plan to do the secretary path first, then the officers/members form.  At the 
moment, my understanding is that the secretary attempts to find a vote 
associated with incoming ICLAs, and if he does find one, will submit the 
request.  Otherwise, he leaves it to the PMC to fill out the form.  Net: PMCs 
that don't hold a vote in a place where Craig can find it won't be affected 
just yet - so we don't need to resolve this yet.  And those that do hold a vote 
in a place where Craig can find it, will have a vote link recorded.

Separately, it might make sense to revive the 
https://whimsy.apache.org/test/icla/invite effort.  This would allow 
authenticated users to invite in new committers in a way that reduces effort 
for everybody (including the secretary).
