Updates to the original 8 step outline:

2) https://issues.apache.org/jira/browse/WHIMSY-114 proposes to update the 
check being made for new users

3) https://issues.apache.org/jira/browse/INFRA-14566 is the next step for 
implementing this.  Once it is complete, ASF::ICLA.taken? should be revisited.  
Perhaps it should be moved to ASF::Person.taken? and combine results from 
reserved, ICLAs and qmail.

6) There seems to be general agreement that home directories on mino should no 
longer be necessary; and should any problems arise, those problems need to be 
addressed.
