 makes the following two changes:

In cases where it is possible to do so, the reply-to address is set to the 
project (podling or pmc).  This at least redirects the conversation to the 
right people.  Of course, reply-all is still possible, but at least the right 
people are included in the conversation.

In cases where there is no project, an additional sentence has been added to 
the confirmation email explicitly stating that new accounts are not created 
without an invitation.  Feel free to wordsmith that further.
