I hadn't replied because as a non-programmer I try to be careful not to put words in the developers' mouths :-) but a few brief comments:
Here is a summary of issues I've seen so far when working with WPD files in OOo 1.9.104.
The latest version of libwpd (0.8.2) and writerperfect include a few fixes for certain complex and edge cases; I'm not sure when the CWS (fs02) was integrated, but I know I was using m107 on the Mac before the release of libwpd 0.8.2, so perhaps some of your issues will be better with a future milestone with libwpd 0.8.2 included.
The documents have fairly complex formatting (legal briefs). All single-spacing is set at 1.2 leading, double space at 2.0. I would be happy to forward copies of example files.
That said, I'm not aware that there have been many, if any, legal documents provided for testcases (for obvious reasons), so formatting complexities specific to legal documents are probably not handled as well as other more generic complex documents :-)
If you can a file bug (against the "wp" component) on each of your points or subpoints below and provide example documents to illustrate that point (original WPD plus PDF), that would be the most productive way to proceed. Just keep in mind that unlike the developers of many of the core features of OpenOffice.org, the developers of libwpd and writerperfect are volunteers who do so in their spare time, so it may take more than a little time to fix the issues :-)
