LOG IN into "My Pages" in www.openoffice.org. You will get your personal page and on the left side in the navigation pannel, under "My Tools" you will find a link "File issue". This link will walk you through the issue reporting process. It is pretty self-explanatory, but do not hesitate to ask if you have major doubts :)
