Hi Ragu,

Well I think we do not take count of any resource uploaded outside
/_system/governance to be a proper governance artifact. I believe that this
issue is arising due to the security component in Carbon storing policies
inside /_system/config. Both might be problematic, but the issue in the
security component, is a violation of conventions.
