i don't think we should commit with TODO's. it shouldn't be hard to go through
them before we commit.
in the line that pat identified, it is passing the correct thing operationally,
but it does mess up the last response time. do we want to add a
System.currentTimeMillis() just to get the correct last response time? we could
actually convert the time in getLastResponseTime() using
System.currentTimeMillis() - (Time.currentElapsedTime()-lastResponseTime), so
that the extra call to currentTimeMillis would only happen on
getLastResponseTime, which happens very infrequently.
