Agreed, if the leader is not able to get a quorum of supporters within 
initLimit, it drops leadership.

No, I think the setting of socket timeouts is correct, I don't see a problem 
with it, do you?

My point is not exactly that. Note that in my comment I'm talking about the 
first time we set tickOfNextAckDeadline in your patch. In the patch, it sounds 
like you're giving only one tick to the next ack in the case bootstrapping and 
syncing takes initLimit. This is the time until the LearnerHandler instance 
crosses the startup while loop. I'm saying that it should be syncLimit instead.
