It's not clear (a wave emanating from a point? a single eye?), and as stated before, a shield doesn't make much sense for voice, which confers a privilege but no real powers.
+ isn't particularly expressive either, but it at least has history (and the IRC protocol itself) behind it, so a lot of users will recognize it as voice. For that reason and for not using a shield, I consider voice 5 the best voice icon so far.
