Because of this, it seems like a commonly accepted icon such as '+' might be best for consistency and recognition.
I don't believe I've been in an IRC chat which used voice in years; that's a statement not of its prevalence but rather of how infrequently I use IRC. If that's a known icon for voice, we should use it in some form.
