Didn't see the lips/mouth part; I'll try that! Speaking of which, I'm
only going to post the icons I actually update from this point forward
to make them easier to review, and keep numerous copies of the same
images from cluttering Downloads folders.

It's not clear (a wave emanating from a point? a single eye?), and
as stated before, a shield doesn't make much sense for voice, which
confers a privilege but no real powers.
+ isn't particularly expressive either, but it at least has history
(and the IRC protocol itself) behind it, so a lot of users will
recognize it as voice. For that reason and for not using a shield,
I consider voice 5 the best voice icon so far.
What about something that might confer the idea of 'voice' in a less
cryptic way? Maybe something along the lines of a pair of lips or a
mouth, megaphone, speaker, microphone... Would that be a clearer
direction to look?
