Thanks for the response, but that didn't help with dnf failing the GPG
check.
I think ugrading from f30-rawhide to f31-rawhide is broken in general - I
had to disable gpgchecks for _both_ the ostree remote and the rawhide dnf
repo to make `rpm-ostree upgrade` succeed.
