Today it isn't necessarily valid.  Things do progress, and the reasons
for separate /usr back in the day may be more easily solvable without an
actual separate /usr.  As for /bin vs /usr/bin and lib vs /usr/lib these
are all "fallout" from making /usr/ a separate system, fallout that can
be removed and complexity that can be reduced.
