The process for in-ticket voting is: Count valid votes after 7 days,
if no negative votes and at least two positive votes, ticket is
approved.
So yes, in this case, fale's vote was no longer "valid" since he was
no longer a member of fesco when it was time to count the votes.

(It is possible that I have misunderstood the voting procedure here,
but I *think* this is correct. Either way, it would not have changed
any outcomes.)
