I thought about this (before Fabio's reply), and I came to the
conclusion that this is the most reasonable interpration… After all,
some tickets last for months, so in principle we could end up with a
bunch of "stale" votes, and a total tally that is much higher than the
9 fesco seats. Also, it is normal for people to change their vote over
time, in response to changes and clarifications made in the proposal,
but people who are not members anymore would not normally monitor the
tickets and update their votes, so their votes might not match the
latest version of the proposal. I think the "current fesco", i.e. the
set of people at the time when the vote is handled, needs to be the
set that votes and takes responsibility for the decision.
