As soon as an feature depends on other components or several other components and their maintainers involvement/participation, then for example the unresponsive maintainers policy conflicts with the feature process given our relatively short development cycle. ( in general the current ownership model works against features that involve more then one component ) Another example cleaning up dead/deprecated packages which ought to happen at the beginning on new development cycle so feature maintainers wont work on dead or unmaintained packages etc...
