No.  Just implementing -f (local file) solves 80% of cases.  Git most
of the rest.  No one cares about other version control systems.

You dont need incompatible-with-rpm-prior-x.y.z %changelog flags for this. At least Mageia and Mandriva have been pulling their rpm changelogs from their dist-vcs for years, see eg
