That would be less effective as a means of stopping Ernest Marples if
there were no database right that the Post Office could assert over
the data. Most offerings of postcode data on the web are not
sufficiently tightly controlled so as to impose an obligation on an
end user that could be enforced by the Post Office (regardless of the
licensee's position).
