Yes, this was the idea behind PostCaptcha, see: https://secure.mysociety.org/admin/lists/pipermail/developers-public/2009-June/004894.html (the demo is offline). Re coverage - there'd obviously have to be an accessible alternate captcha, so you just offer that to (the ever-decreasing number of) people for whom OSM isn't good enough. I'd still like to build it, and it looks like a far less daunting task now that TileDrawer makes it easy to run your own OSM tileserver: http://tiledrawer.com/ The point of a captcha is that you can get information from people who have no interest in postcodes (weirdos). But I definitely like Alex's game idea too. I'd be up for collaborating...
