The purpose of the postcode system is to make mail deliveries cheaper. The inclusion of Lat/Lon data on the database is, presumably, to ease parcel deliveries and to ease route planning for letter deliveries. Reselling the data is (I presume) a later innovation. So, there's no danger that the database won't be maintained if it can't be sold. Not as long they're still delivering mail. Oh, and they will be.
