Actually, copyright infringement can be a criminal offence under UK law - see s107 of the Copyrights, Designs and Patents Act 1988 for an example. http://www.opsi.gov.uk/acts/acts1988/ukpga_19880048_en_5#pt1-ch6-pb5-l1g107 There are also criminal offences for other areas of intellectual property, such as trademarks.
