No, the PAF is equivalent to OS's Address-Point (ie. an entry for every address in the country). Code-Point is basically the same as Royal Mail's PostZon (one entry for every postcode).
Gordon Brown's speech says "postcode areas" - still no definition of what an area is going to be that I've seen. Postcode area is normally simply the letter at the start, after all. The outward part is the postcode district, the first part of the inward part makes the postcode sector.
