(its all more complicated than that but...) yes, above a certain value
public sector contracts have (in most cases) to be advertised in the
OJ. There's an online search tool for it which is (as with all such
things) an absolute bind to use.

How do the EU feel about scraping of their data? I wonder because its
something that might start to be worth doing.
