Yes - I'm sorry I wasn't clear. There will also often be a public
contract notice which will tell you some information about the person
awarded the contract. That, plus the tender, can tell you quite a lot
about what's going on without the contract.

I'm trying not to get deeply into this because its immensely complicated.
