I believe this data is provided to the BBC by Dods under licence, and I
doubt that their contract will allow it to be passed on for reuse by other
people (we [Goveval] used to have a similar contract with the BBC and I
can't imagine that Dods are more generous than us).

You may well decide that this information is in the public domain and that
you are therefore allowed to scrape it, but I can't comment on that. It's
unlikely that you will get the BBC to give you it, though.

Wikipedia might be the best option as Matthew suggests.
